1. Our Commitment
JEL UP ("Jelup - Meet People Nearby") is committed to the safety and protection of all users, especially minors. We have a zero-tolerance policy toward child sexual abuse material (CSAM), child sexual abuse and exploitation (CSAE), and any form of grooming, predatory, or exploitative behavior directed at minors on our platform.
2. Age Restriction & Enforcement
- Account creation requires a verified phone number via OTP. The app is intended for users aged 18 and above only.
- Our Terms & Conditions explicitly prohibit minors from registering or using the service.
- If we become aware that a user is under 18, their account will be immediately deactivated and all associated data will be removed.
- We cooperate with platform partners (Google Play) to ensure age-gating is enforced at the distribution level.
3. Prohibited Content & Behavior
The following are strictly prohibited on JEL UP:
- Sharing, soliciting, or distributing child sexual abuse material (CSAM) in any form — including images, videos, text, or links.
- Grooming behavior — building trust with a minor for the purpose of sexual exploitation.
- Soliciting sexual content from, or directing sexual content toward, any person believed to be a minor.
- Any communication that sexualizes minors, including fictional or AI-generated content.
- Sextortion or coercion targeting minors.
- Sharing or requesting personal information of minors for exploitative purposes.
4. Detection & Prevention Measures
- Consent-first architecture: Users cannot message each other unless both parties mutually accept a Ping request. This prevents unsolicited contact.
- Rate limiting: Pings are limited to 5 per 10 minutes, reducing the ability for predatory users to mass-contact others.
- Blocking: Any user can instantly block another, which immediately prevents all further contact and hides both users from each other.
- Profile review: We reserve the right to review reported profiles, profile pictures, and chat content when a report is filed.
- Account deactivation: Accounts flagged for CSAE-related behavior are immediately suspended pending investigation.
5. Reporting Child Safety Concerns
Users can report child safety concerns through the following channels:
a) In-App Reporting
Users can block and report any user directly within the app. Reports related to child safety are prioritized and escalated immediately.
b) Email
Send a report to our designated child safety contact (see below). Include as much detail as possible, including the username or phone number of the offending account.
c) External Authorities
In addition to in-app reporting, we strongly encourage users to report CSAE to the appropriate authorities:
- India: National Cyber Crime Reporting Portal (cybercrime.gov.in) or call 1930
- India (NCPCR): National Commission for Protection of Child Rights
- International: NCMEC CyberTipline (National Center for Missing & Exploited Children)
- International: Internet Watch Foundation (IWF)
6. Response & Enforcement
When a child safety report is received, we take the following actions:
- Immediate suspension of the reported account pending review.
- Investigation of the reported content and behavior within 24 hours.
- Permanent ban if the report is substantiated. The user is permanently blocked from creating new accounts.
- Reporting to authorities: All confirmed CSAM/CSAE incidents are reported to the relevant national and regional law enforcement authorities, including the Indian Cyber Crime Portal and NCMEC CyberTipline where applicable.
- Evidence preservation: Relevant data is preserved and provided to law enforcement upon lawful request.
7. Compliance
- JEL UP complies with all applicable child safety laws, including the Protection of Children from Sexual Offences Act (POCSO), 2012 (India) and the Information Technology Act, 2000 (India).
- We report to regional and national authorities as required by law.
- We comply with Google Play's Child Safety Standards Policy.
- This policy is reviewed and updated periodically to reflect evolving legal requirements and best practices.
